Recreation Access Management Plan

Completing the Summer RAMP

The Bulkley Valley Community Resources Board is currently facilitating a Recreation Access Management Plan (RAMP) process for summer backcountry recreation in the Bulkley Valley. This plan will seek to reduce conflict between recreation user groups through area designations and use agreements. The Summer RAMP will include both motorized recreation such as ATVing and non-motorized recreation such as hiking.

The RAMP will involve all of the major outdoor recreation clubs and associations, as well as members of the public, and will be guided by a professional facilitator.

The Bulkley Valley RAMP will contribute to a pilot project in the implementation of the BC Government’s Provincial Trails Strategy.

Funding for the RAMP process has been generously contributed by Recreation Sites and Trails BC and the Real Estate Foundation of BC, with additional support provided by the Bulkley Valley Research Centre and Northwest Community College.

Apply to participate in the 2011 Summer RAMP

A selection committee is currently seeking applications from six representatives from outdoor recreation clubs/associations and six members of the public at large who wish to participate in the RAMP process. Meetings will occur between September and December 2011.

To qualify for one of the six club seats at the table, clubs must have 25 or more members. Clubs with fewer than 25 members are encouraged to collaborate with a larger club. All participants (both club reps and members of the public at large) must be residents of the Bulkley Valley Timber Supply Area (TSA).

Participants in the RAMP process must agree to:

  • Respect the rights and opinions of other table members.
  • Work constructively toward agreement, and seek to address the concerns and values of all sectors at the table.
  • Seek to create solutions that are in the best interest of the larger community.
  • Ensure familiarization with areas under consideration at each meeting.
  • Attend scheduled meetings and work as part of sub-tables as required.
  • (For club representatives) consult with, and fully represent, their club’s membership at all times, conveying group, not personal or commercial, interests.
  • (For public representatives) be willing to have contact information listed on the BVCRB website, and be available to be contacted by members of the general public with input or feedback.

History of the Bulkley Valley RAMP

A Recreational Access Management Plan (RAMP) was partially completed in 1997 for the Bulkley TSA by a diverse group of local people. It identified seasonal restrictions on motorized use on some areas of crown land to address emerging recreational conflicts between motorized and non-motorized users. It established general principles regarding use, education and monitoring, and also established principles specific to motorized and non-motorized recreation and related environmental protection. Portions of the TSA were zoned for seasonal motorized or non-motorized use, and portions of the TSA were left unresolved.

Subsequent to 1997, several agreements have been negotiated among stakeholders that have successfully resolved access issues in some areas that were left as “unresolved”, “future process”, or “non-designated” in the RAMP.
