Forest Communities Program

The Forest Communities Proposal Steering Committee, coordinated by the Bulkley Valley Centre for Natural Resources Research and Management has requested support from the BVCRB for their application to the Canadian Forest Service (CFS) Forest Communities Program.   The initiative is titled “Tsa’Yen Yee’Bay Daa’cun – Embracing Change on a Foundation of Diversity, Indigenous Knowledge, and Innovation”.

The Forest Communities Program is intended to foster strong forest-based communities that have been provided with the knowledge and ability to effectively meet forest sector transition challenges and have healthy economies bolstered by new forest-based opportunities, a sustainable forest resource providing a growing range of community benefits, better informed stakeholders and more inclusive governance options and practices.

Angling Use Plans (AUP)

The salmon and steelhead fisheries on our local rivers are greatly valued by first Nations and non-native residents of our community. The sport fishery has also developed into a world-class tourism opportunity and a significant contribution to the local economy. Angling use plans were developed between local citizens and government representatives to manage the fisheries for all user groups. The CRB has been lobbying government to implement the angling use plans.

Wildlife Management

Babine River Corridor Park

(http://wlapwww.gov.bc.ca/bcparks/explore/parkpgs/babriver.htm) protects the heart of the Babine River watershed - a wild river, home to steelhead and salmon and to the bears who feed on them. Issues around managing the park have arisen, including the parking area and access to the boat launch. The Babine Foundation has also lobbied the CRB to change the LRMP for additional land within the park.

Glacier Gulch/Toboggan Creek Sensitive Area

The proposed Toboggan Creek Sensitive Area (Toboggan Creek Fan Sensitive Area Management Plan) is located on a fluvial fan formed by the combined action of Glacier Gulch and Toboggan Creeks, and covers 98 ha (Toboggan Creek Fan Sensitive Area TEM map).  The ecosystem of interest includes a stand of very large old cottonwood trees, and a surrounding mosaic of related vegetation types.  The sensitive area designation will ensure that this rare ecosystem will be sustained on the landscape, and maintain ecological continuity.  This proposal meets the requirements of a sensitive area, and complements the objectives of the Bulkley LRMP and the Trout Creek/Kitseguecla Landscape Unit Plan.

Nichyeskwa Road Connector

A connector route between the Bulkley and Kispiox timber supply areas was proposed by Skeena Cellulose. There was however direction given by the LRMP to discourage any circle routes in the area, and the CRB was involved in some of the discussions around the proposed connector.

Recreational Access Management Plan

There has been some work done on recreational planning for the Bulkley timber supply area, but some issues remain unresolved, especially between motorized and non-motorized use. The CRB has lobbied the Ministry of Sustainable Resource Management to initiate a new RAMP process.  The existing RAMP can be found at Recreational Access Management Plan, Bulkley portion of the Skeena Stikine Forest District, July 23, 1997.  For additional information, refer to the document Current Recreation Access Agreements, Bulkley TSA, June 23, 1997 .

Reiseter Creek

The Reiseter Creek area is adjacent to the Babine Mountain Park, and had objectives to maintain water and scenic quality. Part of the management direction was to allow only "low impact, low intensity" logging practices. The CRB was involved in defining the management direction and giving more specific guidelines on what the public expectations, both for forest management and access along the Telkwa High Rd.

Results Based Code

The Bulkley District was one of the pilot areas chosen in the province to test a Results Based Code. The CRB supplied feedback on how the results based code met with the expectations of the public.

Skeena Cellulose

The forest company Skeena Cellulose has a portion of the TSA in the Bulkley, as well as a mill. The company went through a period bankruptcy before being sold to new owners. There was concern in the community about the fate of the timber holdings and mill, and whether jobs and revenue would be lost from the community. The CRB was active in the discussions around possible futures for Skeena Cellulose.

Ski Smithers/Hudson Bay Mountain Adventures

The ski hill in Smithers was proposed for expansion by the Canadian Rocky Holdings Company and later by Hudson Bay Mountain Adventures. The proposals included expanding the runs on the ski hill, and development of housing on Hudson Bay Mountain. The CRB was asked to comment on the proposed developments.

Land Use Tenures

The CRB reviews all land tenure applications received by Land Water BC and Ministry of Forests and Range in the Bulkley TSA for their consistency with the Bulkley LRMP. These letters are the responses to tenure application referrals.
